Review of the Housing Health and Safety Rating System (HHSRS)

9th March 2021

The HHSRS was developed in the 1990s, as a tool for assessing risk relating to health and safety matters arising from deficiencies within the home. It acts as the first step local authorities take before considering which powers under Part 1 of the Housing Act 2004 Act should be used and is a component of the Decent Homes Standard.

The Ministry for Housing, Communities and Local Government (MHCLG) is carrying out a two-year review of the HHSRS. Four surveys have been issued to capture the views of interested parties and how they will be impacted. You can help to inform the future direction of the assessment of housing conditions and the HHSRS by completing the surveys relevant to you or sharing them with your network. The surveys close on Wednesday 31 March 2021.

  • EHPs, HHSRS Assessors and Other Housing Professionals Survey: Aimed at those with a more in-depth knowledge of the HHSRS, its principles and assessment requirements.
  • Letting Agents/ Landlords Survey: Aimed at private and social rented sector landlords, lettings and managing agents, block managers or private and purpose-built student accommodation providers.
  • HHSRS Digital Assessment Tools Survey: Aimed at all those who have a working knowledge of the end-to-end HHSRS assessment process and are able to identify the technology that is being used in this process, what the future technology requirements might be and the opportunities that can be derived from data collection during the assessment process.
  • Tenants Survey: Aimed at PRS and housing association tenants and owner-occupiers.
